Local Restrictions Support Grant (Open) Tiers 2 and 3

This grant is for the period of Tier 2 and Tier 3 restrictions only.

In the SWT area Tier 2 ran from 2 December 2020 to 25 December 2020 inclusive (24 days). Tier 3 ran from 26 December to 30 December 2020 inclusive (5 days).

Eligibility

Businesses in the rates system in the accommodation, leisure and hospitality sectors, which were not required to closed in tiers 2 or 3 but have been severely impacted as a result of these local restrictions being imposed.

The policy was extended in March 2021 to include boarding kennels and catteries whose business is principally to serve the tourism industry and non-essential retail.

Exclusions

  • Businesses that have reached the state aid limit
  • Businesses that are not severely impacted as they can continue to provide their service normally:
  • Businesses that were established after the introduction of the restrictions
  • Businesses in other sectors (e.g. retail, wholesaling, administration etc.)
  • Businesses that are not the ratepayer
  • Businesses that are in administration, are insolvent or where a striking off notice has been made

What you could receive

The period of Tier 2 restrictions in the SWT area ran for a 24 day period. Payments are based on the rateable value of the business properties concerned for this period, as follows:

Rateable value Grant payment
Rateable value of exactly £15,000 or under £800
Rateable value over £15,000 and less than £51,000 £1,200
Rateable value of exactly £51,000 or above £1,800

A business which has more than one eligible rated business premises in the SWT area is entitled to more than one payment.

The period of Tier 3 restrictions in the SWT area ran for a 5 day period. Payments are based on the rateable value of the business properties concerned for this period, as follows:

Rateable value over £15,000 and less than £51,000 £250
Rateable value of exactly £51,000 or above £375

All successful applicants will also receive a ‘top-up’ payment as set out in the table below.

A business which has more than one eligible rated business premises in the SWT area is entitled to more than one payment.

Payments

  • We will pay the grant to the person, partnership or company who is named as the ratepayer on our records
  • All payments will be made by bank transfer
  • Grant income received by a business is taxable, therefore payments under this scheme will be subject to tax. However, only businesses that make an overall profit once grant income is included will be subject to tax
  • These grant payments counts towards state aid limits and are made under the de minimis arrangements (€200,000) or, where this limit has been exceeded, under the Covid-19 Temporary State Aid Framework limit (€800,000),

The Government has set a closing date of 31 March 2021 for final applications for this grant scheme. The Council has been given a deadline of 14 May 2021 to make final payments. No payment under this scheme will be made after this date.

Data use

Please note that data provided by businesses in relation to these grants may be shared with Government departments on request for specific assurance and analysis purposes. Data may also be securely shared with Government departments, agencies and third party organisations for the specific purpose of prevention and detection of fraud.
