Somerset West and Taunton Council own and manage 5,700 homes. For some years we have been undertaking a modest new build programme with over 100 new homes completed, and a further 50 properties added to our stock through acquisitions. We have further schemes on site and a varied range of exciting projects and land acquisitions in the pipeline. Our flagship scheme is a 200 home regeneration of a non-traditional construction estate in North Taunton, which will be a £45M investment, and for which we are procuring contractors for a first phase to start in the New Year.
We also have extensive regeneration plans in our town centre, with one mixed use scheme including 40 Market homes on site at the moment. In addition we are exploring further regeneration and potential for Private Rented sector investments.
Following the removal of the debt cap for our Housing Revenue Account we have been undertaking a review of our 30 year Business Plan and we have a great opportunity to invest in many more new homes. To prepare for this we are making some changes to the structure of our team to generate and manage greater development capacity.
As a result of this ambition, an opportunity has arisen for the role of Construction Manager in our Housing Directorate. We are looking to appoint this Construction Manager to lead the construction delivery of our Housing Programme. The right person for the role will have larger residential scheme construction experience in a senior role in the public and/or private sector. They will be experienced with the housing development lifecycle in the not-for-profit sector. They will have a clear understanding of how to lead the management of construction projects so that they achieve cost, time, quality and safety requirements.
Reporting to the Interim head of Housing Development and Regeneration, in addition to the above you will have:
- Clear written and verbal communication, with an ability to present and report technical information
- Knowledge and experience of administering build contracts
- Ability to manage competing demands
- Ability to line manage members the development and regeneration team
- Confidence to manage contractors and external consultants
- Ability to manage budgets and apply cost control
- Confidence to deal with conflicting stakeholders
- A professional project management, construction or built environment qualification
- Membership to a professional body related to the role eg CIOB, APS, RPM, RICS
- Knowledge and experience of construction health and safety, including relevant legislation and applicable processes
